17. In East Pakistan we believe our moves to reduce our short-term presence in Pakistan and our support for GOP will be
welcomed. However, we feel certain that many will conclude that half-way house
measures are inadequate and will criticize USG for failing impose total
sanctions against "West Pak aggressors". Nonetheless, believe that moves of sort we
envisage would provide basis for reestablishing ties and programs with Bengalis
when situation so permits.
18. Holding operation-type approach thus seeks strike middle
ground. We would try to maintain sufficient programs with GOP to permit
continuing fruitful relationship with people of West Pakistan. At same time, we would have reduces
our presence and activities sufficiently as to make possible establishment of
friendly ties with an independent East Pakistan. Moreover, if Bengali resistance
collapses in near future and nationalists prove unable to consolidate their
current positions of strength, actions contemplated
under third alternative would not have foreclosed option of implementing full
program in support of genuine GOP development activities and legitimate defense
