SUBJECT : PAK AMBASSADOR'S TALK AT MFA

 

1. Pakistan Ambassador Marker called on me December 6 to express gratitude for USG support and to discuss his meeting earlier in the day with MFA South Asian Division Chief Fomin.

 

2. Marker reported Fomin had followed tougher line of Soviet UNSC resolution (compares to Tass Declaration). He ingored question of ceasefire, insisted that solution still lay in Yahya Khan talking with Rahman, focussed on military actions on Western Front and declined to talk about hostilities in East. Despite Marker's prodding, Fomin refused to discuss question of possible Soviet recognition of Bangla Desh.

 

3. Fomin also protested anti-Soviet demonstration in front of Soviet Embassy in Islamabad and inquired about possibility of evacuating Soviet dependents by surface means from Pakistan. He made point of saying that Soviet diplomats would remain in Islamabad.

 

4. Although he said he had no evidence of Soviet intentions other than their support for India in this venture, Marker is concerned over the possibility of Soviet recognition of Bangla Desh. In that event, he expects Pakistan to break relations with the USSR. He recognizes how cautiously Moscow reacted in Cambodia, but views the East Pakistan situation as quite different.
