PROGRESS REPORT
ON YOUTH
1)
OFFICE ACCOMMODATION AND TRANSPORT:
At
the moment the Board of control, YC is utilizing the Dining room between the
hours 9-30 to
Further,
at least 2 (two) transports are urgently needed
a)
One for the Chairman and the Board Members and
b)
One for the Director, Headquarters, YC in order
to enable them to go out to the YC for visit and assessment of actual position
on-the-spot as well as for day to day routine work.
2) RESIDENTIAL ACCOMMODATION:
The Director, Headquarters needs to
be provided with a residence in the same place as his office, for facility of
work and for security reasons. The
requirement at (1) above, therefore, stands as a need for Office-cum-residence accommodation.
3) FUNDS: The YC
project as approved by the Government is to be financed by our friendly
government. It was found, at
later stage, however, that expenses for the administration, (Viz; Pay of Directors and other officers, Type-writers etc.
as per details submitted to Finance Deptt) were not
included in the original scheme. A sum of Rs. 1,00,000/-
(Rupees one lac) only was, therefore, requested from
the Finance Department who have kindly allotted Rs.
35,000/- (Rupees thirty-five thousand) only on and adhoc
basis.
From a discussion with Mr. Bhagat
yesterday, it appears, however, that there is a scope for asking for the
administrative expenses from friendly government. This request will be made
with concurrence of the Hon' ble Minister.
4) CO - ORDINATION
AND IMPLEMENTATION
Although
the YC scheme was approved about 8 weeks ago and necessary funds released by
the Cabinet of the friendly government, there was a delay in the implementation
of the scheme.
Out
of a total of 24 proposed YC, fourteen camps are in the process of being set-up;
the program is extremely slow.
To expedite the scheme our Director,
Headquarters, YC is personally contacting the Indian counterpart-Col. Luthra, Brigadier Masters and his sub-ordinates. Mr. Alam, Secretary, Board of Control, YC is also meeting the
Indian Executives at Secretary Level. The chairman is in direct touch with the
persons like Mr. Bhagat and Mr. Banerjee.
The Hon’ble Home Minister has also kindly contacted
persons at Ministrial level.
Along these contacts as different levels,
it is felt that strong liason should work at

5) APPOINTMENTS:
In
addition to the appointment of Wing Commander Mr. S. R. Mirza
as Director, Headquarters, 2 other Directors were appointed on

RECEPTION CAMPS:
Already
there are 67 reception camps in the Eastern, Northern and Western Sectors, but
this number will go on increasing as the influx of young men increases with the
military combing inside.
The
Ration of the transit camps are being received from
the Relief Deptt., but incidential
expenses are not by

FUNDS FOR RECEPTION CAMPS:
It
is estimated that there will be about 70 R.C by the end of August/71. There
will be about 500 boys in each. Total 500X70=35,000 boys.
Incidental expenses .50 paisa/boy/ day =35,000x30x.50 paisa = 5,25,000/- per month for 70 R.C.
So
long expenses for RC were not out of the general CRRC Fund. it
is now requested that a special allotment of Rs. 5,
00, 000/- be made for R.C. for the proper control and management of the said
camps.
